MINUTES OF THE TENTATIVE BUDGET HEARING FOR THE GILCHRSIT COUNTY BOARD OF COUNTY COMMISSIONERS HELD SEPTEMBER 19, 1992



The Gilchrist County Board of County Commissioners, in and for Gilchrist County, Florida, convened in a Tentative Budget Hearing at 10:00 a.m., September 19, 1992 in the Commissioner's Meeting Room at the Courthouse in Trenton, Florida, with the following members present to-wit:



Jimmie Sheffield, Chairman

Addy Jones

W. B. Mathis, Jr.

Fred Wilkerson



Other persons in attendance were: Jackie R. Barron, Ex-Officio Clerk, Ted Burt, County Attorney, Sherree Pitzarell and Kelly Johnson, Deputy Clerks, Bob Matusik, Jean Wonser, and Barbara Polete, county residents.



Board Members Absent: Emory Philman.



TENTATIVE MILLAGE RATE



After announcement of the proposed millage rate and discussion, a motion was made by Commissioner Wilkerson, seconded by Commissioner Jones to adopt the tentative millage rate of 10 mills for general government operations. This is the same millage rate that has been in effect for several years. Due to the increase in property values the county anticipates an increase of 1.66% in taxes to be collected next fiscal year. The motion carried unanimously.



TENTATIVE BUDGET ADOPTION



After discussion of the proposed budgets with citizens present, a motion was made by Commissioner Jones, seconded by Commissioner Mathis to approve the tentative budgets for General Fund, Court Facilities Trust Fund, Capital Outlay Funds, Community Development Block Grant Trust Fund, Law Enforcement Trust Fund, State Attorney and Public Defender Trust Fund, Fine and Forfeiture Trust Fund, Law Library Fund, and Transportation Trust Fund. The motion carried unanimously.



TENTATIVE MILLAGE RATE FOR MSTU



After announcement of proposed millage rate and discussion, a motion was made by Commissioner Wilkerson, seconded by Commissioner Jones to adopt the tentative millage rate of .50 mills for MSTU (Municiple Services Taxing Unit, otherwise referred to as the fire services fund). This is the same millage rate that has been in effect for several years. Due to the increase in property values, the county anticipates an increase of l.66% in taxes to be collected next fiscal year. The motion carried unanimously.



TENTATIVE BUDGET ADOPTION FOR MSTU



After discussion of the proposed budget, a motion was made by Commissioner Jones, seconded by Commissioner Wilkerson to approve the tentative budget for MSTU. The motion carried unanimously.



ADOPTION OF TENTATIVE NON-ADVALOREM ASSESSMENTS FOR SOLID
WASTE



A motion was made by Commissioner Jones, seconded by Commissioner Wilkerson to adopt a resolution for non-advalorem assessments for Solid Waste, at the same rates as the current fiscal year. The motion carried unanimously.





ADOPTION OF A TENTATIVE BUDGET FOR SOLID WASTE



A motion was made by Commissioner Wilkerson, seconded by Commissioner Mathis to adopt the tentative budget for Solid Waste. The motion carried unanimously.



GENERAL LIABILITY, WORKER'S COMP & PROPERTY INSURANCE



Mr. Barron reported to the Board that he had secured the services of an independent consultant, to review and make recommendations to the Board, regarding the quotes received. The consultant recommends that the Board renew with their current carriers, and develop specifications for coverage in order to bid out the insurance next year. The consultant indicated that the quotes for coverages and limits were varied and it was difficult to determine which carrier was offering the best coverages. Commissioner Jones made a motion, which was seconded by Commissioner Wilkerson, to renew with the Florida League of Cities and Riverland Insurance for fiscal year l992-93. The motion carried unanimously.



CR 340 ROAD GRANT



Following discussion between the Board and Mr. Barron, a motion was made by Commissioner Wilkerson, seconded by Commissioner Jones to approve re-application for the Road Grant, should it be necessary. The motion carried unanimously.



PROPERTY VALUE ADJUSTMENT BOARD APPOINTEES



Chairman Sheffield appointed himself, Commissioner Jones, and Commissioner Mathis to serve on the Property Value Adjustment Board, which will meet on October 13, l992 at 9:00 a.m.



HUMANE SOCIETY



Ms. Barbara Polete spoke to the Board regarding the need for a humane society in Gilchrist County. She would like to have a meeting in the Southeast Community Center to organize such a group and request that the Board waive the rental fee. The meeting would be held September 26, l992. Commissioner Wilkerson made a motion, seconded by Commissioner Mathis to approve Ms. Polete's request. The motion carried unanimously.



SOLID WASTE SUPERVISOR



Following discussion, a motion was made by Commissioner Mathis, seconded by Commissioner Wilkerson, to increase the salary for the Solid Waste Supervisor, due to his job performance, to an annual rate of $21,000. This would bring his salary more in line with surrounding county's Solid Waste Supervisors. The motion carried unanimously.



EMPLOYEE EVALUTIONS/SALARY INCREASES



The Board discussed across-the-board raises and merit raises for those employees that received outstanding evaluations. Commissioner Wilkerson stated that those employees who received outstanding evaluations should be given more than the previously approved 6%. The Board discussed the need to develop job descriptions and qualifications. It was agreed to continue this discussion at the next regular meeting in October.







There being no further business to come before the Board, a motion was made by Commissioner Jones, seconded by Commissioner Wilkerson to adjourn. The motion carried unanimously.
