MINUTES OF AN EMERGENCY MEETING OF THE GILCHRIST COUNTY BOARD OF COUNTY COMMISSIONERS HELD SEPTEMBER 29, 1992
The Gilchrist County Board of County Commissioners, in and for Gilchrist County, Florida, convened in an Emergency meeting on September 29, l992, at l:00 p.m., in the Commissioner's Meeting Room at the Courthouse in Trenton, Florida, with the following members present to-wit:

W. B. Mathis, Jr.
Other persons in attendance were: Jackie R. Barron, Ex-Officio Clerk, Sherree Pitzarell, Deputy Clerk, Richard Perryman, Civil Defense Director, and Robert Matusik, county resident.
Members Absent: Commissioner Emory Philman.
Mr. Barron spoke to the Board regarding the county's insurance coverages. In a meeting with all the agents in his office yesterday, all quotes were reviewed. It was clear that our current carrier, Florida League of Cities, quoted a much lower premium for auto liability and worker's comp coverages. It appeared that Larry K. Thompson Insurance submitted the best quote for General Liability, however, their quote was based on a $2500 deductible, and limits of $500,000. The other carriers quoted General Liability with the same limits and coverages as the county's current policy. Mr. Burt, County Attorney, recommends that the county renew with their current carriers on a short-term basis and re-bid all coverages except auto liability and worker's comp. Mr. Barron stated that he had contacted Mr. Al Waters, of Water's Risk Management, about drawing up specifications for the county's insurance programs, after evaluating the county's needs. This would assure that all carriers are given the same information, and therefore bidding the same coverages and limits. Mr. Waters advised Mr. Barron that he could have the specifications ready, so that the bids could come back in near the end of November, and the Board could make a determination during their December meeting. Mr. Waters is also willing to evaluate the bids, and his fee will be between $5000 and $8000. Mr. Barron stated that even after paying this fee, the county is subject to save approximately $l5,000 on General Liability. Commissioner Wilkerson made a motion to hire Mr. Waters, seconded by Commissioner Jones. The motion carried unanimously.
Mr. Perryman, Civil Defense Director presented the Board with a copy of the National Security Drill, which will take place this day, beginning at 6:00. This is a mock disaster designed to prepare emergency personnel and local government officials, should an actual emergency occur.
There being no further business to come before the Board, a motion was made by Commissioner Wilkerson, seconded by Commissioner Jones, to adjourn the meeting. The motion was unanimously approved.
