MINUTES OF A SPECIAL MEETING OF THE GILCHRIST COUNTY BOARD OF COUNTY COMMISSIONERS HELD ON OCTOBER 13, 1992



The Gilchrist County Board of County Commissioners, in and for Gilchrist County, Florida, convened in a Special Meeting at l:00 p.m., on October l3, l992, in the Commissioner's Meeting Room at the Courthouse in Trenton, Florida, with the following members present to-wit:

Other persons in attendance were: Jackie R. Barron, Ex-Officio Clerk, Sherree Pitzarell, Deputy Clerk, Ted Burt, County Attorney, Arlene Herring, Blue Cross, Blue Shield, Emily Kiniard, AV-MED, Ralph Weakland, Alliance Family Services, and Mike Lee, Combined Insurance Services, D. Ray Harrison, Property Appraiser, Martha Mahalick, Fred Fox Enterprises, John Russell, Bell Volunteer Fire Department, and Bob Matusik, county resident.



HEALTH INSURANCE PROPOSALS



Mr. Sheffield stated that the reason a special meeting had been called is to open sealed proposals for major medical health insurance for the county's employees. Mr. Barron stated that proposals were received from Larry K. Thompson Insurance Agency, Alliance Family Services, Combined Insurance Services, AV-MED, and Blue Cross, Blue Shield of Florida. The sealed proposals were open by Mr. Barron and read aloud: From Larry K. Thompson Insurance Agency- $250 deductible for $20,098.l0 per month with Security Life, $300 deductible for $l9,460.45 per month with United World Life, $500 deductible for $l8,0l5.35 per month with United World Life, $250 deductible for $22,584.90 per month with Provident Indemnity Life, $500 deductible for $20,425.43 per month with Provident Indemnity Life, $250 deductible for $22,775.66 per month with Security Life, and $500 deductible for $20,l98.97 per month with Security Life; From Alliance Family Services- $250 deductible with the maximum for single coverage at $l55.02 per employee, per month, the maximum for family coverage at $4l8.28 per employee, per month, the maximum for employee/spouse at $307.30 per employee, per month, and the maximum for employee/child(ren) at $268.80 per employee, per month; From Combined Insurance Services- single coverage at $l70.33 per employee, per month, employee/spouse coverage at $346.52 per employee, per month, employee/child(ren) coverage at $277.97 per employee, per month, and family coverage at $454.l6

per employee, per month. Each subject to a $250 deductible; From AV-MED- single HMO coverage at $l42.03 per employee, per month, family HMO coverage at $326.67 per employee, per month, single PPO coverage at $l72.89 per month, and family PPO coverage at $397.86 per month. The AV-MED plan offer a perscription card at $7/$l2 with the HMO coverages, a perscription card at $5 for the PPO coverage; From Blue Cross, Blue Shield of Florida- single coverage at $l69.86 per employee, per month, and family coverage at $396.26 per employee, per month, both with a $300 deductible, or single coverage at $l55.90 per employee, per month, and family coverage at $363.85 per employee, per month with a $500 deductible, or employee coverage at $l66.40 per employee, per month, and family coverage at $433.35 per employee, per month, dual option plan. The Board discussed the various proposals, and asked questions of the agents present. Mr. Barron stated that the Board had budgeted the same amount for health insurance as last year, and any increase in premiums will need to be paid by the employees, or if the Board chooses to pick up the cost of the increase, the funds will come out of the reserve. The coverage available for nearly the same annual premium as the Board currently has budgeted appears to be AV-MED. Following discussion, a motion was made by Commissioner Philman, seconded by Commissioner Mathis to accept the proposal submitted by AV-MED. The motion carried unanimously.





CDBG PROGRAM



Ms. Martha Mahalick requested the Board to consider a change order for the home of V. Strickland. A roof-over needs to be added to the mobile home for approximately $3000. A motion was made by Commissioner Jones, seconded by Commissioner Wilkerson to approve the change order. The motion carried unanimously.



AIR CONDITIONER FOR PROPERTY APPRAISER



Mr. D. Ray Harrison appeared before the Board to discuss the problems he is experiencing with the air conditioner. The unit services both his office and the Commissioner's Meeting Room, and is difficult to control on days that the Board Room is being used. Mr. Harrison stated that Mr. Akins from Akins Heating and Air advised that if the Board Room was on a seperate unit, the current unit for Mr. Harrison's office would be sufficient. A motion was made by Commissioner Wilkerson, seconded by Commissioner Mathis to pay 2/3's of the total cost of the unit, providing Mr. Harrison pay the remainder out of his budget. The motion carried unanimously.



APPROVAL OF BONDS FOR COUNTY COMMISSIONERS



Bonds for the following individuals were unanimously approved, following a motion from Commissioner Wilkerson, which was seconded by Commissioner Jones: Jackie R. Barron, Clerk of Circuit Court, W. W. Welch, Tax Collector, D. Ray Harrison, Property Appraiser, Susan Bryant, Supervisor of Elections, James Floyd, Sheriff, and County Commissioners, Wilbur Bush and V. C. Cannon.



JAIL ADMINISTRATION BUILDING



Mr. Barron presented a contract on behalf of the Sheriff, for a phone system with AT&T, at $5500 for the Jail Administration Building. A motion was made by Commissioner Jones, seconded by Commissioner Wilkerson to approve the contract. The motion carried unanimously.



There being no further business to come before the Board, Commissioner Wilkerson made a motion to adjourn, seconded by Commissioner Philman, and unanimously agreed at 6:08 p.m.
