MINUTES OF A WORKSHOP MEETING OF THE GILCHRIST COUNTY BOARD OF COUNTY COMMISSIONERS HELD SEPTEMBER 27, 1993
The Gilchrist County Board of County Commissioners, in and for Gilchrist County, Florida, convened in a workshop meeting on September 27, 1993, at 2:30 p.m., in the Commissioner's Meeting Room at the Courthouse in Trenton, Florida, with the following members present to-wit:

Other persons in attendance were: Jackie R. Barron, Ex-Officio Clerk, Ted Burt, County Attorney, Sherree Pitzarell, Deputy Clerk, Scott Koons and Lowell Garrett, North Central Florida Regional Planning Council, W. O. Clifton, Mayor of Trenton, Peter Whitley, Attorney for the City of Trenton, Kathryn Deen City Manager of Trenton, and John Ayers, Gilchrist County Journal.
Mr. Scott Koons reviewed with those present the history of comprehensive planning and land development regulation in Gilchrist County. The following is a summary to date: In June 1975, the state legislature adopted the 1975 Local Government Comprehensive Planning Act requiring all counties and cities to prepare and adopt comprehensive plans. In June 1979, Gilchrist County adopts it's first comprehensive plan, followed by the adoption of it's first zoning ordinance in August 1979. In December 1984, the County adopts the first Evaluation and Appraisal Report, and in the same month, adopts the amended comprehensive plan based upon the Evaluation and Appraisal Report. In June 1985, the state legislature adopts the 1985 Growth Management Act amending Local Government Comprehensive Planning and Land Development Regulation Act requiring all counties and cities to prepare and adopt updated comprehensive plans to be approved by the Florida Department of Community Affairs and prepare and adopt land development regulations to implement updated comprehensive plans. In May 1991, the County transmited the proposed comprehensive plan to the Florida Department of Community Affairs for review. In September 1991, the county received Objections, Recommendations and Comments from the Florida Department of Community Affairs. In November 1991, the county adopts it's updated comprehensive plan, however, the following month, DCA finds the updated comprehensive plan not in Compliance. From January 1992 to today's date, the County and DCA have been negotiating a Stipulated Settlement Agreement concerning the comprehensive plan. In April 1993, the County adopted land development regulations, incorporating zoning, subdivision, flood prone area, stormwater and related regulations to implement the updated comprehensive plan as adopted by the County.
Following this summary, Mr. Koons reviewed with the Board the steps and procedures for amendments to the comprehensive plan and official zoning atlas and steps and procedures for approvals of special exceptions, variances, special permits and site and development plan approval.
Following discussion, Mr. Koons answered questions asked by those present.
There being no further business, Commissioner Bush made a motion, seconded by Commissioner Cannon, to adjourn at 5:00 p.m. The motion carried unanimously.
