MINUTES OF AN EMERGENCY MEETING OF THE GILCHRIST COUNTY BOARD OF COUNTY COMMISSIONERS HELD DECEMBER 28, 1993
The Gilchrist County Board of County Commissioners, in and for Gilchrist County, Florida, convened in an Emergency meeting on December 28, 1993, at 12:15 p.m., in the Commissioner's Meeting Room at the Courthouse in Trenton, Florida, with the following members present to-wit:

Other persons in attendance were: Jackie R. Barron, Ex-Officio Clerk, Ted Burt, County Attorney, Sherree Pitzarell, Deputy Clerk, Carl Rehberg, Building & Zoning Official, Lowell Garrett, North Central Florida Regional Planning Council, Jim Troke, Gustave Schaefer, Charles Reischman, and Nancy Linnan, Florida Power Corporation.
Mr. Barron stated the reason for requesting an emergency meeting, is a problem encountered by Florida Power Corp. with some language in the Comprehensive Plan, regarding the siting of transmission lines. Florida Power is requesting action as a part of the stipulated settlement agreement with DCA to eliminate this problem.
DCA has expressed the opinion that it is inappropriate for the county to regulate transmission line set-backs in the comprehensive plan. Florida Power has received verbal approval from DCA to either amend or delete the language.
According to representatives from Florida Power, if power through the existing Newberry/Trenton 69kv line is interrupted for any reason, the surrounding lines could overload and FPC is place in a position of moving to blackouts and brownouts until the original line can be put back in operation. This would affect Gilchrist, Dixie and Levy counties. It would also affect people on electric co-ops since they receive their power from Florida Power.
Under state law, the Florida Public Service Commission is responsible for regulation of line and structure safety, therefore, it would be appropriate to drop the language referring to specific setback footage on transmission lines. Following discussion, Commissioner Suggs made a motion, seconded by Commissioner Bush, to authorize the advertisement of the deletion of that footage language. The motion carried unanimously. Mr. Garrett stated he would contact the intervenors.
Commissioner Bush made a motion to adjourn at 12:45 p.m., seconded by Commissioner Suggs, and unanimously approved.
