MINUTES OF AN EMERGENCY MEETING OF THE GILCHRIST COUNTY BOARD OF COUNTY COMMISSIONERS HELD MARCH 8, 1995
The Gilchrist County , in and for Gilchrist County, Florida, convened in an emergency meeting on March 8, 1995, in the Commissioner's Meeting Room at the Courthouse in Trenton, Florida, with the following members present to-wit:

Sue B. Suggs
Other persons in attendance were: Jackie R. Barron, Ex-Officio Clerk, Ron McQueen, County Coordinator, Sherree Pitzarell, Deputy Clerk, and Albert Martin, Construction Projects Supervisor.
Commissioner Suggs reported that Lee County donated several used window air conditioner units to Gilchrist County. They are currently being stored in the old Medical Center Building. Mr. Barron stated that the SHIP program is currently doing emergency repairs on the Elmer Thomas' home and have expended the maximum of $5000 on those repairs. He would like to install one of the window units in the Thomas' home because Mr. Thomas is in declining health and has difficulty breathing. Commissioner Suggs made a motion, seconded by Commissioner Sheffield, to use all the donated window units in conjunction with the SHIP program's emergency repairs or in county offices. The motion carried unanimously.
Mr. Barron stated that the reason for the emergency meeting is to review the library construction project. Approximately $82,000 was budgeted for the construction project, which did not include the $6,470 spent on architect fees. Total construction cost to date, including labor is $71,300. Of the budgeted amount, approximately $10,670 remains in budget. Of that amount, $8800 has been ear-marked for the central heat & air, however, a purchase order has not yet been issued. According to Mr. Martin, it will take an additional $23,000-$25,000 to complete construction. Several factors have contributed to the additional cost. The cost of building materials increased from the time the project was initially planned, until construction actually began; construction was delayed due to the elections. In addition, once construction began, it was determined that the foundation required further support. Commissioner Suggs made a motion to transfer $25,000 from the general revenue reserve to complete the construction. The motion was seconded by Commissioner Wilkerson, and unanimously approved.
Commissioner Suggs stated that there may be funds available from the Suwannee River Regional Library. It is her understanding that the Regional Library has indicated that they will contribute a portion of the regional funds to the new 3 county region. She will check on the status and report back to the Board.
There followed discussion of a regional library office and its location. The regional library office will be utilized by Dixie, Gilchrist and Lafayette counties. The Board agreed that the only building space available in Gilchrist would be the portion of the old Medical Center Building which is currently unoccupied.
There being no further business to discuss, a motion to adjourn at 2:45 p.m. was made by Commissioner Suggs, seconded by Commissioner Wilkerson, and unanimously approved.
