MINUTES OF THE FINAL BUDGET HEARING OF THE GILCHRIST COUNTY

BOARD OF COUNTY COMMISSIONERS HELD OCTOBER 3, 1995



The Gilchrist County Board of County Commissioners, in and for Gilchrist County, Florida, convened in a final budget hearing on October 3, 1995, at 7:00 p.m., in the Commissioner's Meeting Room at the Courthouse in Trenton, Florida, with the following members present to-wit:



Wilbur Bush, Chairman

V. C. Cannon

Jimmie Sheffield

Sue B. Suggs

Fred Wilkerson



Other persons in attendance were: Jackie R. Barron, Ex-Officio Clerk, Ted Burt, County Attorney, Ron McQueen, EMA/County Coordinator, Sherree Pitzarell & Sam Ferguson, Deputy Clerks, and Brian Lewis, county resident.



Mr. Barron announced that this hearing is a continuation of the final budget hearing which was scheduled for September 25th. At that hearing, it was announced that incorrect figures appeared in the proposed budget summary, published in the Gilchrist County Journal. According to the statutes, when this occurs, the correct figures must be advertised, and the budget hearing must be continued on another date.



Mr. Barron stated that the Board has adopted a tentative millage rate of 10 mills, which will raise an additional 13.12% ad valorem taxes. This is the same millage rate that has been in effect for several years.



Mr. Brian Lewis commended the Board for producing a thorough budget; stating that it was evident that much time had spent in compiling a budget for the county.



Mr. Barron pointed out to the Board that $695,041 of the fund balances were spent on operating expenses; it is his recommendation that spending restrictions be imposed or revenues increased.



Following discussion, Commissioner Suggs made a motion, seconded by Commissioner Cannon, to adopt, by resolution, a final millage rate of 10 mills. The motion carried unanimously.



RESOLUTION 95-72



RESOLUTION ADOPTING FINAL MILLAGE RATE FOR FISCAL YEAR

1995-96.



WHEREAS, the Board of County Commissioners of Gilchrist County, Florida, has this 3rd day of October, 1995, held a public hearing to adopt the final millage rate for the tax year beginning October 1, 1995; and



WHEREAS, said public hearing has been duly advertised as provided by statute; and



WHEREAS, the Board of County Commissioners of Gilchrist County, Florida has further considered the final millage rate to be levied;



NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Gilchrist County, Florida as follows:



The final ad valorem tax millage rate to be levied for the fiscal year beginning October 1, 1995 shall be ten (10) mills. Said millage rate exceeds the rolled-back computed pursuant to Section 100.065, Florida Statutes, which amount is characterized as the percentage increase in property taxes adopted by the governing body, said percentage increase being 13.12 percent.

Following a brief discussion, Commissioner Wilkerson made a motion, seconded by Commissioner Suggs, to adopt, by resolution, final budgets for general revenue @ $3,870,565.00, law enforcement trust fund @ $50,095.00, capital outlay @ $88,273.00, state attorney/public defender trust fund @ $43,345.00, court facilities trust fund @ $9,040.00, community development block grant fund @ $600,000.00, SHIP fund @ $321,925.00, local law enforcement education fund @ $6,083.00, fine & forfeiture trust fund @ $105,191.00, law library fund @ $6,049.00, transportation impact fee fund @ $87,590.00, and transportation trust fund @ $806,851.00. The motion carried unanimously.



RESOLUTION 95-73



RESOLUTION ADOPTING FINAL BUDGET FOR FISCAL YEAR 1995-96.



WHEREAS, the Board of County Commissioners of Gilchrist County, Florida has on the 3rd day of October, 1995, held a public hearing to adopt its final budget for the fiscal year beginning October 1, 1995; and



WHEREAS, said public hearing has been duly advertised as provided by statute and the final budget has been considered by the Board of County Commissioners of Gilchrist County, Florida that the proposed final budget for the fiscal year commencing October 1, 1995 regarding the General Fund, Court Facilities Trust Fund, Capital Outlays, Community Development Block Grant Fund, SHIP Fund, Law Enforcement Trust Fund, Local Law Enforcement Education Fund, State Attorney and Public Defender Trust Fund, Fine and Forfeiture Trust Fund, Law Library Fund, Transportation Impact Fee Fund and Transportation Trust Fund be and are hereby adopted.



RESOLVED this day in public hearing the 3rd day of October, 1995, by unanimous vote of the Gilchrist County Board of County Commissioners.

The Board discussed the millage for MSTU (fire services), realizing that the proposed budgets for fire services have been reduced, and that increased revenues are needed for adequate service. Following discussion, Commissioner Suggs made a motion, seconded by Commissioner Wilkerson, to adopt a final millage rate of.50 mill for fire services, by resolution. The motion carried unanimously.



RESOLUTION 95-74



RESOLUTION ADOPTING FINAL MILLAGE RATE FOR MUNICIPAL

SERVICE TAXING UNIT FOR FIRE PROTECTION SERVICES FOR

FISCAL YEAR COMMENCING OCTOBER 1, 1995.



WHEREAS, the Gilchrist County Commissioners of Gilchrist County, Florida has on the 3rd day of October, 1995, held a public hearing to adopt a final millage rate for its Municipal Service Taxing Unit (MSTU) for Fire Protection Services for the fiscal year beginning October 1, 1995; and





WHEREAS, said public hearing has been duly advertised as provided by statute; and



WHEREAS, the Board of County Commissioners of Gilchrist County has further considered the final millage rate to be levied;



NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Gilchrist County, Florida as follows:



The final ad valorem tax millage rate to be levied for the Municipal Service Taxing Unit for Fire Protection Services beginning October 1, 1995, shall be one-half (1/2) mill. Said millage rate exceeds the rolled-back computed pursuant to Section 200.065, Florida Statutes, which amount is characterized as the percentage increase in property taxes adopted by the governing body, said percentage increase being 13.12 percent.

Following discussion, Commissioner Suggs made a motion, seconded by Commissioner Wilkerson, to adopt a final budget for MSTU, by resolution, funding the fire departments budgets at $5000 each, except for North Gilchrist, which will be funded at $2500. The motion carried unanimously. The total MSTU budget is $82,031.00.



RESOLUTION 95-75



RESOLUTION ADOPTING FINAL BUDGET FOR MUNICIPAL SERVICE

TAXING UNIT FOR FIRE PROTECTION SERVICES FOR FISCAL YEAR

COMMENCING OCTOBER 1, 1995.



WHEREAS, the Gilchrist County Commissioners of Gilchrist County, Florida has this 3rd day of October, 1995, held a public hearing to adopt its final Municipal Service Taxing Unit (MSTU) budget for Fire Protection Services for the fiscal year beginning October 1, 1995; and



WHEREAS, said public hearing has been duly advertised as provided by statute and the final budget has been amended as the Board of County Commissioners of Gilchrist County has considered appropriate;



NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Gilchrist County, Florida, that the final budget for the Municipal Service Taxing Unit for Fire Protection Services be and is hereby adopted.

The Board discussed the EMS budget and Commissioner Cannon made a motion, seconded by Commissioner Suggs, to adopt the final budget for Emergency Medical Services @ $604,431.00. The motion carried unanimously.



RESOLUTION 95-76



RESOLUTION ADOPTING FINAL BUDGET FOR THE GILCHRIST COUNTY

EMERGENCY MEDICAL SERVICES SPECIAL DISTRICT FOR FISCAL YEAR

1995-96.



WHEREAS, the Board of Commissioners of the Gilchrist County Emergency Medical Services Special District has this 3rd day of October, 1995, held a public hearing to adopt its final emergency medical services budget for the fiscal year beginning October 1, 1995; and



WHEREAS, said public hearing has been duly advertised as provided by statute and the final budget has been amended as the Commissioners have considered appropriate;



NOW, THEREFORE, BE IT RESOLVED by the Board of the Gilchrist County Emergency Medical Services Special District that the final budget for emergency medical services be and is hereby adopted.

The Board discussed the Solid Waste budget Commissioner Wilkerson made a motion, seconded by Commissioner Cannon, to adopt the final budget for Solid Waste, by resolution @ $822,246.00. The motion carried unanimously.



RESOLUTION 95-77



RESOLUTION ADOPTING FINAL BUDGET FOR SOLID WASTE DISPOSAL

FOR FISCAL YEAR 1995-96.



WHEREAS, the Board of County Commissioners of Gilchrist County, Florida has this 3rd day of October, 1995, held a public hearing to adopt its final solid waste disposal budget for the fiscal year beginning October 1, 1995; and



WHEREAS, said public hearing has been duly advertised as provided by statute and the final budget has been amended as the Board of County Commissioners has considered appropriate;



NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioner of Gilchrist County, Florida that the final budget for solid waste disposal be and is hereby adopted.
