MINUTES OF AN EMERGENCY MEETING OF THE GILCHRIST COUNTY BOARD OF COUNTY COMMISSIONERS HELD OCTOBER 13, 1995
The Gilchrist County Board of County Commissioners, in and for Gilchrist County, Florida, convened in an emergency meeting on October 13, 1995, at 10:00 a.m., in the Commissioner's Meeting Room at the Courthouse in Trenton, Florida, with the following members present to-wit:

Other persons in attendance were: Jackie R. Barron, Sherree Pitzarell & Sam Ferguson, Deputy Clerks, John Ayers, Gilchrist County Journal, Kathryn Deen, Trenton City Manager, Gerald Blackwell, Bell Town Council, Ron Bivens, Wacasassa Volunteer Fire Department, George Cole, George Manners, Pete Butt, and Theron Hudson, Spring Ridge Volunteer Fire Department, and Mark Suggs, county resident.
Mr. Barron stated that he reason the emergency meeting has been called is because he was informed that the Wacasassa Volunteer Fire Department has decided to not respond to anymore fire calls.
Mr. Ron Bivens reported that the Wacasassa VFD and the Spring Ridge VFD met last night and voted not to accept the $5000 budget offered by the county because they can not operate their departments on that amount. In addition, Mr. Bivens stated that the Wacasassa VFD voted that their fire fighters will take an official leave of absence. Spring Ridge VFD will make a decision at their next regular meeting. Mr. Bivens added that Wacasassa VFD will respond for a rate of $300 per call and they will pay the cost of their own vehicle insurance.
Mr. Barron stated that the county's volunteer fire department have always been covered under the county's insurance.
Chairman Bush stated that the dispatcher at the Sheriff's Department needs to be informed of Wacasassa's decision. In addition, the county should secure fire service for Wacasassa's service area from another department until a solution to the problem can be found. Chairman Bush asked Ms. Deen, Trenton City Manager, if the Trenton VFD would respond to fires in the Wacasassa area until the Board meets again on November 6th. Ms. Deen stated that the city of Trenton responded to 42 calls outside of the city of Trenton during the fiscal year ending 9-30-95. The city responded to those calls at a rate of $300 per call. Ms. Deen stated that if the county will evaluate the problem and treat each fire department fairly, the city of Trenton's VFD will respond to fires in the Wacasassa service area until November 6th. Ms. Deen added that many of the fire calls they are dispatched to are insignificant, however, they are obligated to respond. Ms. Deen suggested that the county consider a regional fire department concept. Mr. Blackwell stated that he feels the Bell VFD could respond to calls in the Wacasassa area, however, he would need to bring it before the town council. Commissioner Wilkerson suggested that a representative from the Forestry Department and the Communications Supervisor at the Sheriffs Department be at the next meeting. Commissioner Wilkerson made a motion, seconded by Commissioner Cannon to accept coverage for the Wacasassa service area from Spring Ridge, Trenton and Bell, until November 6th. The motion carried unanimously. Mr. Barron reminded the Board that if Wacasassa and the county fails to reach an agreement, Wacasassa has quite a bit of county property which would need to be returned. Commissioner Suggs made a motion, seconded by Commissioner Wilkerson, to leave the property under Wacasassa's custody as is until 11-6-95. The motion carried unanimously.
There being no further business to discuss, a motion to adjourn at 11:05 a.m. was made by Commissioner Wilkerson, seconded by Commissioner Cannon, and unanimously approved.
