MINUTES OF AN EMERGENCY MEETING OF THE GILCHRIST COUNTY BOARD OF COUNTY COMMISSIONERS HELD DECEMBER 3, 1996
The Gilchrist County Board of County Commissioners, in and for Gilchrist County, Florida, convened in an emergency meeting on December 3, 1996, at 4:45 p.m., in the Commissioner's Meeting Room at the Courthouse in Trenton, Florida, with the following members present to-wit:

Sue B. Suggs
Other persons in attendance were: Ted Burt, County Attorney, Sherree Pitzarell and Sam Ferguson, Deputy Clerks, Ron McQueen, EMA/County Coordinator, and Joe Gilliam, Clerk-elect.
Chairman Bush called the meeting to order.
Mr. Burt reminded the Board of their action yesterday, requiring that all new mobile homes, purchased through the CDBG grant, be replaced with new mobile homes from Wilsons Mobile Homes. Apparently, Westgate received calls from some recipients who wish to keep their mobile homes from Westgate. Mr. Burt recommends that we accept Westgate's offer, which includes a cash settlement for those recipients who want to keep their mobile homes. As this point, it looks as though the county is going to miss the next grant cycle and if this situation goes into litigation, the county could possibly miss the following grant cycle. Westgate is willing to take back any mobile homes that the recipients do not want, however, any recipient that wishes to keep the mobile home from Westgate may receive a cash settlement from Westgate.
If Wilson Mobile Homes can not place their order for the new mobile homes by the end of the week, their manufacturer is going up on the price and Wilson's will ask for the mobile homes to be rebid. They have already absorbed one price increase by the manufacturers since they submitted their bids, however, they have indicated that they can not absorb any additional increases.
Commissioner Wilkerson made a motion, seconded by Commissioner Sheffield, to accept Westgate's offer and allow any recipient to accept Westgate's mobile home and a cash settlement, and to allow any recipient not wishing to accept the mobile home from Westgate to receive a replacement mobile home from Wilsons. Commissioners Bush and Durden voted in favor of the motion and Commissioner Suggs abstained from voting.
There being no further business to discuss, a motion to adjourn at 5:15 was made by Commissioner Sheffield, seconded by Commissioner Wilkerson, and unanimously approved.
