MINUTES OF A WORKSHOP OF THE GILCHRIST COUNTY BOARD OF COUNTY COMMISSIONERS, HELD MARCH 4, 1999.
The Gilchrist County Board of County Commissioners, in and for Gilchrist County, Florida, convened in a workshop meeting on Thursday, March 4, 1999, at 6:00 p.m., in the County Commissioner's Meeting, located in the Gilchrist County Courthouse, 112 South Main Street, Trenton, Florida, with the following members present to-wit:

Other in attendance were: Joseph W. Gilliam, Clerk of Circuit Court, Samuel A. Mutch, county attorney, Ron McQueen, EMA/County Coordinator, Sherree Pitzarell, Deputy Clerk, Scott Koons, North Central Florida Regional Planning Council, John Ayers, Gilchrist County Journal, Jerry Wright, Roy Wilson, Sven Lindscold, Pete Butt, Ray Thomas, and Bobby Wray Suggs.
Mr. McQueen distributed copies of a combination of the two proposals previously submitted by the Planning and Zoning Board to revised the Comprehensive Plan and Land Development Regulations in regards to Intensive Agriculture.
Chairman Durden announced that the Board would take a ten minute break to review the proposal.
Mr. Mutch stated that this proposal is an excellent draft and recommends approval.
Commissioner Suggs stated that basically it is a good document however, in section C, item 1 she recommends that the language be changed from 500 feet to 1000 feet.
Commissioner Thomas would like language added in section B, item 5 to include the location of any bodies of water. Mr. Koons recommends that the language be added as item 6 under section B, rather than changing item 5.
Items 5 and 6 of Mr. Wright's proposal covers the water issue.
In Section C item 6, the Board agreed to replace the word "stormwater" with "waters both point and non-point".
The Board would like items 5 and 6 of Mr. Wright's proposal added to Section B of the proposal before the Board. On item 5, change the word "site" to "a defined area of one quarter mile radius".
Commissioner Suggs made a motion to accept the proposal with the changes identified tonight and transmit same to the Planning and Zoning Board. The motion was seconded by Commissioner Thomas. Ms. Boyce asked if the Planning and Zoning Board can make changes. One public hearing will be held with the Planning and Zoning Board and two public hearings will be followed by the Board of County Commissioners. Commissioner Suggs amended her motion to add the word "water" to the first paragraph of page one, which refers to industrial waste, changing it to "industrial waste water", with the same correction being made throughout the entire document, and to add to item 8, section B, a statement that the applicant provide copies of the applications they are required to apply for with the special exception application. The amended motion was seconded by Commissioner Thomas. Vote of the Board was unanimous.
Commissioner Suggs made a motion to adjourn at 7:25 p.m. The motion was seconded by Commissioner Thomas and unanimously approved.
